  • globeandmail.c om: A well-shaped package would be worth the wait: Harper is right to take time to frame a fiscal plan, given that the economy is so far chugging along better than expected. Unlike in the United States, interest-rate cuts could have a good effect here without ramping up a deficit. Global monetary and fiscal stimulus packages will do more to solve Canada's problems than anything that Canada can do. Waiting to see how all this pans out in the next two months makes a lot of sense. It's not easy for governments to spend themselves out of recessions and attempts lead to massive deficits. Fiscal programs to help workers retrain are more effective than keeping inefficient businesses operating. A fiscal stimulus should be immediate in its impact. Although infrastructure spending may be useful in the long run for growth, it is only helpful in the short term if the plans are ready to proceed, including the regulatory approvals. Otherwise, the projects may be executed two or three years later, when the economy is well on the way to recovery.
